Step 1 - Owner Builder Course Completion
The first step is completing the Owner Builder Course through a registered service provider, many of which can be found online.
Once you have completed your Owner Builder course you will receive a 'Statement of Attainment' from your Course provider. This document is not the Owner Builder Permit.
The owner builder permit is specific to your development and there are a few more steps before you can make an application to Service NSW (online or in person) for your Owner Builder Permit however you will need the course Statement of Attainment to proceed to applying for the Owner Builder Permit.
Step 2 - CC / CDC Application Reference Numbers
Dynamic Approvals then makes the Construction Certificate (CC) or Complying Development Certificate (CDC) application to a Private Certifier or Council for your development. Once the application is made they will issue development specific reference numbers for your development and a NSW Planning Portal reference number which you will need for your Service NSW Owner Builder Permit application.
Step 3 - Service NSW Owner Builder Permit Application
With the Statement of Attainment from your course provider and the CC/CDC reference numbers provided above you can then apply to Service NSW for the Owner Builder Permit.
The Owner Builder Permit is a separate document that is issued when you can provide Service NSW with the following documentation:
Statement of Attainment (from Course Provider)
Construction Certificate or Complying Development Certificate Reference Number
NSW Planning Portal Reference Number
Dynamic Approvals will provide you with details for Items 1 & 2 above. Please note that the owner builder permit can only be applied for after we have made the Construction Certificate or Complying Development Application to the Certifier.

** Please note they will not issue a permit if they are informed of any work having commenced. Owner Builder Permits are only issued PRIOR to any work commencing on site.
Step 4 - Owner Builder Permit Submission
Once you have been issued with the permit please send it back to Dynamic Approvals so we can upload it to the Portal for the Certifier to approve for work to commence.
